Yeah but the things is that I am not getting the option and I saw on one Internet forum that the AT&T blocks it so that user doesn't install malicious applications.

I have made an android application which basically can not work on SDK as it measures RSSI values and uses it for some other purpose. I am trying to install it on my friends AT&T galaxy phone but its not getting installed because it is not registered with android market place. Can anyone point me in the right direction.
Also i have tried removing the sim card and tried to install the app but still it is not working. Please Help.
