AT&T's policy was not to allow non-market apps, so they locked that setting in Android on their stock ROMs.  However, one of my friend's got an update on her Inspire which allowed this to be set by the user.  Check to see if there are any Android updates for that phone, but if not I don't know of any way to get around that setting in Android without a custom ROM that allows it to be set.
