The reason why no native solution for linux exists currently is because libpdf doesn't support annotating PDFs, yet. I don't think Xournal annotates text. I believe it works something like creating an overlay layer on which you can sketch something. If you are fine with having the annotations stored separately from the actual PDFs, okular is a good choice.
