Did you go to BIOS and tell the computer to boot from the local hard drive before external devices? Because if the computer is looking for a boot from them it may get stuck. I know Macs get stuck when trying to boot from a USB device that has no boot. I am not sure why Ubuntu 9.04 did not recognize them, I was able to get my flash drives, external hard drive, and a NAS to work on Ubuntu.

Hope this helps,

Stephen

Symptoms:

My machine running Ubuntu 9.04 (2.6.28-11-generic) fails to recognize
most USB devices such as external HD, flash drives, and USB hub.  A few
simple devices, such as my wired USB mouse, are unaffected.  If the
problematic devices are attached at boot, the boot process hangs
indefinitely (at an Intel  screen, not during the Ubuntu loading
screen).

I cannot identify any major event or system change that marks the start
of this problem. I opted to reinstall the OS.

After reinstallation, I do not receive the set of error messages shown
below in the excerpt from dmesg, but the symptoms persist.  After
reinstallation, I also discovered that if one of the problematic devices
is attached and the USB mouse is attached, the mouse doesn't work.  The
mouse resumes functioning properly immediately upon removing the
problematic devices.

Excerpt from dmesg (prior to reinstallation):
