No, I'm sorry, you misunderstand my question. I'm simply trying to
download files from my NCSU computer to my home computer using SCP/SFTP.
I mention bittorent only to say that my home computer is *capable* of
getting much higher transfer speeds than I'm experiencing when
downloading files from my NCSU computer.

Note: there are no limits imposed on download/upload speed of the NCSU
computer in question.
