Rsnapshot is a giant perl script wrapper around rsync. If rsync is available and perl is available, you should be good to go.

That sounds great. Unfortunately, I'm bound by the binaries accessible
on the ncsu remote servers. Rsnapshot is unavailable.  Correct me,
anyone, if I'm wrong.
