FileZilla Server is a good choice for setting up an FTP server on Windows - http://filezilla-project.org/download.php?type=server

Windows Vista/7 <-> Windows Vista/7, I typically just open one computer's Public folder and put the files in it or get them out. Also, Windows 7 introduces the new feature called Homegroup which basically, you establish a homegroup on one computer, the other computers join the homegroup using a password from the first computer, and then any computer can browse another computer's homegroup-shared folders (which you specify when creating/joining the homegroup). It's kinda like a VPN inside a network (doesn't connect the computers over WAN, like Hamachi does).

Yes. This is highly server specific. On Windows platforms, there's great
diversity in the ftp servers folks install.
