Bash is the Ubuntu default, and what I'm (personally) most familiar with. I think other LUGgers will speak to greater familiarity of bash, and the greater availability of bash references and help.
the change shell feature would be GREAT. even beyond that i'd suggest switching bash to be the default, and have csh/tcsh as options.
Two things I'd worry about are:
* E101 curricula - this is often the first (and sometimes the last) interaction students have with linux and/or a linux shell. May need some modifications (or is it shell-agnostic now?)
* Compatability on the old Sun/Solaris machines. You know, the ones that are so out of date that when you launch the web browser it tells you its obscenely behind updates.

(PS i tried to 'change' my login shell will .login file magic, but it broke lots and lots of other things, so i gave up)
