I am certain that Verizon DSL used to block it, but it mysteriously
works now. I found some lists online of ISPs who supposedly do this,
but I'm not sure how up-to-date they are as they all include Verizon:

There are excellent reasons for blocking port 25, and all networks I
have ever been in charge of have done so.
