No need to grab the portage tree off of a CD.  Assuming you have network connectivity, just do an emerge --sync.  It will take a bit longer, but will get the updated package tree.

While I won't say RTFM, the Gentoo handbook does have a well-documented process of the installation.  It's well worth following as a guide.

Handbook.  Too many school deadlines this week.  So I apologize if my
