Sure we can make them subscriber only. However one of two conditions
will need to be agreed to:

1) All email because the user is not a subscriber will be rejected. This
means random questions from newbies, posts from the web form, etc. will
be rejected.

or

2) Someone else can agree to be the list owner and they can decide
how to handle posts from non-subscribers.
