I've seen this done w/ geometry hacks, but not the click-and-drag per say.  You might be able to make a compiz plugin, but for me this works.

Just assign an unused keycombo (ctrl+super+left/right for example if thats unused) to a geometry command that moves the top window to that side.

Other than that I dunno.
