Hello,
You should be able to use sudo to give a list of users who can run that
application with root permissions. However, my experience has been
letting users add printers is a bad idea. They will add a printer they
should not be using and print all kinds of things.
The method I have use is to add all the printers that the user's group
would want to use. That way the user can use the GNOME print manager
applet on the panel to select their default printer, or change it.
